[Public Comments] Call for Volunteers and Drafting

Yiiiiiii !!! A lot to do.
One of the barrier is linguistic.
It's difficult for an usually french speaker to spend time reading all
these documents and documented them.
ICANN have to do more effort for translations in the other languages than
english.
My 2 cents
