An MoU with the cops!

Seems rather non-committal overall. But I suppose that we can expect from
now on more law enforcement participation in future ICANN meetings and
probably the funding of a few projects on the more "academic" side of
things... Guess we'll have to be on Org heels about the amount of money
they'd allocate to such projects and collaboration in view of its nature,
purpose and objectives.
