[SOAC-Leaders-ICANNMeeting-Planning] ICANN69 Plenary Topic Proposals (3 submissions for review)

@James, I thought we are non commercial group. We should not be much
interested in commercial drivers in option one. My argument could be flawed
but I stand corrected that this should be the focus BC will be pushing for.

I'd like to go with option 3. I feel multistakeholderism in options 2 has
been overflogged as a thematic focus.
