Thanks for getting this idea going. I wholly support calling on the
industry to take mitigation measures that acknowledge the financial
pressures and other burdens on registrants at this time.
Not every registrar has to take the same action. Look at this great
spreadsheet that Steve Song started compiling showing actions by
regulators, telcos and ISPs, for example, to see the breadth of actions
available to service providers:

It is entirely reasonable to ask similar of this industry, and I would
argue that providing discounts, postponing fees, or providing in kind
services for free at times of crisis aligns with the private sector's duty
to respect human rights under the UN Guiding Principles on Business and
Human Rights. Specifically, it would mitigate the risk of people losing
access to public health information and data that is crucial to understand
the threat they face to health and wellbeing. Domain registrars can avoid
causing or contributing to this lack of access by extending services and
delaying costs.
