Thanks for sharing this with the list, Rafik!

The issue of community availability in days like these were also raised at
the Cross-Community Strategic Outlook sessions hosted on monday. At the
meeting, the attendees acknowledged we have come a long way in terms of
breaking the silos and SOAC Chairs have been working more collaborative and
productively together - but we still had some challenges to overcome.

Besides that, some attendees also pointed out something similar to the SOAC
Leadership concerns - with regards to the chance that the model of how the
ICANN community operates is being challenged as we speak. People are
having to rethink the way it worked in the past and we need to adapt for
future disruptions like the one we are currently experiencing.

This is an interesting discussion considering Goran's points on how the
community is working at 70% of its capacity and as COVID advances we might
have our participation issues at an even lower capacity.

Thanks again for sharing it with the list.

Best,
B

> Last week, the SO/AC Leaders had a call with Goran to discuss work

> 1. Discussion focused on the impact of COVID-19 on ICANN, the
> community, work prioritization and meeting planning.
> 2. ICANN 68 almost certainly will be a remote engagement, no F2F. I
> expect we’ll receive formal notice soon.
> 3. ICANN Org is developing an “engagement paper” to be shared with the
> SO/AC leaders, timing TBD.
> 4. The engagement paper will lay out how ICANN will transition to a
> slower pace of work and planning for future meetings.
> 5. They are looking at a 6-month rolling window of planning and likely
> no F2F meetings of any kind before September.
> 6. Goran said they are assessing the prioritization level of all ICANN
> work and bucketizing them, into 5 categories:
> 1. Hot Topics such as .com agreement, .org transfer, fighting DNS
> abuse
> 2. Bylaws Requirements such as budget, NomCom, ATRT3
> 3. Policy work such as GNSO PDPs
> 4. ICANN’s technical coordination and obligations, including work
> with Verisign on RZM functions, etc.
> 5. “the rest”
> 7. Goran said he believes community availability is currently at 70%
> and could potentially decrease as members are impacted by COVID-19.
> 8. Goran said multiple times he’s concerned about capture if key parts
> of the community are unable to participate effectively.
> 9. Specific questions were raised about GNSO policy development work,
> and the need to coordinate prioritization with other parts of the community.
> 10. We will have a follow-up call at some point to discuss
> cross-community prioritization in the face of COVID-19. I noted the SO/AC

> 11. Goran said no one from ICANN Org or Board has been infected at

> 12. He called on everyone to prioritize their safety and to “be kind”
