No, I don’t think you have this right at all. For matters that involve gTLD policy, the changes to the contract have to go through the GNSO’s PDP first, followed by adoption by the Board and a cycle of implementation.

MM: And, uh, that’s how the URS got into the ORG contract, right?  (We both know the answer to that).

Ok, so are you suggesting we need to initiate a PDP on this? Can a PDP be focused on a specific TLD registry?
