Thanks very much for bringing this to our attention Neal.  This is an 
NCUC ballot, so I am copying Bruna and Maryam.  I am not sure we can do 
anything about it except explain it on the list, but I leave it to Bruna 
to figure out what to do next, but we should definitely inform the voters.
