Board resolution to replenish ICANN Reserve Fund from auction proceeds

My 2 cents here is to agree with James
I know how many stakeholder groups have been looking at the auction
proceeds as (maybe) their Golden Goose to add a bit to their finances.
Hallway talk ranged from "NCSG needs funding" and "gTLD holders want their
money back" to "We should help them afford a gTLD". However, It is highly
probably that the new gTLD market has reached diminishing marginal returns,
restricting both any growth of the auction funds pie, and curbing other
ICANN revenue growth. The ICANN Board has a legally binding Fiduciary
Responsibility to the corporation and would find itself in serious trouble
if, in the absence of other options, it didn't use auction revenues to
reduce operating costs financial risks. 
Opinion (with muted humor) : Some corporate raiders, and politicians, get
away with looting revenue flows and avoiding incarnation, but I do not
advise ICANN's stakeholders or Board to follow that path (-: .

 My 2c, replenishment of the reserve fund and management of financial risk
should always be the first priority for ICANN everything else comes second.
 I strongly support the use of the auction funds for this purpose before
