NomCom review implementation

*Recommendation #10 :*
*Representation on the NomCom should be re‐balanced immediately *
*and then be reviewed every five years.*

This is an important recommendation that NCSG need to study the current
Nomcom formation and strategies accordingly.Great to see Raoul's move for
NPOC at the ombudsman.
The GAC seat at the NomCom never been filled, even there is GAC committee
working on it. It was discussed at the level of IPT.
