Surely that's not easier than using the account that Sam and Joan have
already set up in Canada? This was my suggestion after realising that new
arrangements will probably not be on time for the PIR to send NCSG money.
Aren't you supposed to ask the EC's blessing for opening an NCSG account?

Why would the policy committee decide about creating a registered nonprofit
organisation for NCSG? Even the finance committee is not authorised to act
on this without the decision being made at NCSG EC. I think both decisions
(account and org) belong to the NCSG EC.

With all due respect, I do not need even your permission to make inquiries
in MY PERSONAL CAPACITY, like I said. That is to say, I could very well ask
ICANN staff, what the rules are about certain aspects of our organisation.
I also don't understand why you need to reiterate this point, when I have
already said that I will pursue this information for NPOC.

NPOC has an account in Canada that it has never used. The money we received
from Rudi is on my personal account. There are no other accounts.
I have not at any point tried to undermine, how Milton has ran the account.
I'm confident he's done it well. However, it should be administered by
other people too and those people should be able to be changed through
other means than visiting USA.
The NPOC excom is of course aware of me trying to fix this situation in a
sustainable way and I presume Sam has also seen these emails.
