I can only speak for my experience in Finland, but the responsibilities are
pretty much as follows: 1) Names of people running the board and electing
them every two years or more often 2) At least one official meeting in a
year setting out budget and plan for next year and auditing the account +
possibly selecting the new board.
That's pretty much it.
The CSG has registered as a nonprofit association in the USA and I doubt
that they asked for a permission from ICANN to establish it. You *might* be
right though and I guess we'd really need to ask them. That should be quite
easy to answer to, though.
I'm not sure what Empowered Community responsibilities you mean. I think
our current charters will go a long way as the charter of a new registered
nonprofit entity.
