Its certainly my understanding that you can self determine that in your SOI and the residence requirement is a guideline to help folks who may not be sure or who travel and live abroad for work. If you feel that AF is the appropriate region then my interpretation of GNSO rules is that you are fully entitled to convey that to staff and record it in your SOI.

Thx James for this reminder.
During election, I applied as from the AFRICA region in my statement. However, during the Montreal meeting the GNSO staff told me that the country of residence fits more to be displayed and be announced when people want to refer to me (also for travels). I guess that is why ICANN GNSO page displays EU for my region as it seems to be the country of residence (Germany) that matters for them. However, I also think that one could choose between two countries of residence, and especially tell them (GNSO Council support staff) to change back to AF... again this needs to be clarified i.o.t know what they need or intend to display on that page.
Refering to Tapani's message, I also always thought that it is the country of origin that matters, otherwise; we could have all councillors from one single continent while they all live or declare residence on another continent.

Apart from Farrell (Can you please update your SOI to indicate a region Farrell) all of the regions on the GNSO Council site below match the declared SOIs.

You are correct James...my apologies for assuming the other page was correct. I think we must check and make sure, I will go back in the records and verify which was declared in the respective elections, because there seem to be more than one inaccuracy in here.
cheers Stephanie

Elsa Saade (SOI) – NA – (AGM 2020)

Martin Silva Valent (SOI) – LAC (AGM 2020)
Farell Folly (SOI) – EU (AGM 2021)

Hi James,
My apologies if I made a mistake, but looking at the page Stephanie
pointed to, I see the regions as follows:
Africa: Rafik Dammak and Farell Folly
Asia-Pacific: Elsa Saade
Europe: Tatiana Tropina
Latin America: Martin Pablo Valent
Cf. https://gnso.icann.org/en/about/stakeholders-constituencies/ncsg
If that's not correct then my analysis obviously needs to be adjusted
accordingly. I am aware that Rafik lives in Japan, but our rules and
precedents give some leeway for people who have ties in multiple
regions to choose which they choose to declare (I oversimplified in
saying residence is the determining factor), and I presumed the above
page to indicate Rafik has chosen to declare Africa according to his
native Tunisia.
