This is an educated guess. I suspect two possible meanings here. One is 
that that the CROP $50K can only be used in association formal ICANN 
meetings (e.g. Panama, intersessionals), and not for events like the one 
I helped deliver in Senegal two years ago. The other (depending on who 
is entitled to qualify for CROP funding) is like when ICANN itself 
sponsored outreach to the USC Annenberg School for Communication and 
Journalism in L.A, during an intersessional. In either case (or any 
case) I would expect the funding to be shrinking based on ICANN's future 
budgetary prospects.
