From what I understand CROP will only be authorised in FY19 to events which ICANN is formally sponsoring; ie IGF, or RightsCon. That $50,000 is for the entire GNSO and ALAC, so will be depleted very quickly and appears inadequate to me. But it is better than the $0 initially proposed.
