Elsa Saade as temp alternate to Arsene on GNSO Council

There are those who had visa problems like Benjamin who was turned away or
like Arsene who realised the issue and did not take the ticket. Then there
are many more who would not even try. So we should probably categorise
them.  We can do the list but we can also do another list of the hosts and
the kind of problems that are created by the immigration procedures of
certain countries. We can also set out measures that we expect hosts to
take to facilitate for ICANN.
