operating procedures for membership changes

Travel is usually only indirectly sourced by region (for example - travel support is given to councillors, and councillors are selected to ensure regional diversity). Where travel is indirectly sourced by region, I do not think we should keep regional constraints.

But its not really relevant to this document, which deals with membership of NCSG not travel.
