Travel support to ICANN Meetings - PIR Sponsorship

For sure I can provide an explanation for that decision Joan which in fact
you and  NPOC ExCom were informed about on 7 May. Please see the email
below. Which I actually shared the PIR email.

The PIR funding will ultimately has to be allocated by NCSG  hopefully by
2019. When NCSG will have a bank account, tax ID and NCSG Finance Committee
will be operational and procedures to function based on them will be drawn,
then we start allocating at NCSG FC level. It will not go to any
constituency, will be allocated based on Finance Committee procedures
(which NPOC has appointed a member to). That is the next year plan. I also
draw your attention to this very sentence:

Here is Paul's response which he said I can share with you:

is received. If NCUC leadership can administer this year’s support to the

Concerns constituency, so much the better.

As previously noted, Public Interest Registry would prefer to offer its
financial support to the Non-Commercial Stakeholder Group (NCSG), and let
the NCSG’s leadership use it as it sees fit. Given the NCSG’s lack of
infrastructure (bank account, tax ID number), however, we will continue to
engage directly with the NCUC via the existing arrangements.

Finally, Public Interest Registry is open to directly supporting NPOC or
NCUC ad hoc projects that meet our collective interests and needs. We make
no promises of support, however, and will need to review any such
opportunities on a case by case basis.

For this year, the money will go to NCUC bank account. NCUC EC will decide
to open the call for travel support or other opportunities to the NCSG
members and its constituencies and decide on travel allocation. NCSG will
make an effort to open a bank account, get a Tax ID and come up with the
appropriate procedure to allocate the funding for next year and also
activate its Finance Committee.
