Travel support to ICANN Meetings - PIR Sponsorship

Hi Farzi,

Please clarify with me how this decision was made. Please see my note to
Renata below.  I do not agree with this decision.

Please note, receiving funds on behalf of the constituency does not give
NCUC the right to make the decision of allocation, only to receive them.
The funds have allocated for NCSG, which consist of NPOC and NCUC.  PIR's
intention is to do 'block funding' at the stakeholder level to benefit both
constituencies equally.

A proposal for a way forward:

NPOC has its own bank account and therefore can receive and administer its
own funds.  I am proposing that the funds are divided equally, managed by
each Constituency ECs with oversight/reporting by NCSG to fulfill any
reporting requirements for the funder.  I believe this is a fair, equitable
and respectful way to move forward that shows good faith, building capacity
for the NCSG community, while honouring PIR's 'block funding' intent.
