Travel support to ICANN Meetings - PIR Sponsorship

Dear Joan

The arrangement is that NCUC EC will decide on the allocation this year as
well until NCSG FC is functional. So decisions will be solely made by NCUC
EC but they  have opened the allocation of funds to all NCSG members so
every ncsg member can apply. After this year when NCSG has a bank account
and a functional finance committee we will be making decisions at NCSG
level.
