Unfortunately it is very difficult, but some NCSG members have explored this question before. The finding that I took away from the CCWG Work Stream 2 subgroup that was looking at this question was that there is just no better alternative, and the disruption and risks that would result from a change in jurisdiction are not worth the uncertain improvements.
