NCSG Elections 2018: nomination of Elsa Saade for GNSO Council

I would like to second this nomination!  Elsa did a great job filling in 
for Arsene when he was prevented from attending in Panama, and has been 
a real asset to the policy team as well.  I think she will do a great 
job on Council.
