ICANN has made some reports following the evacuation of the new domain name program! To date the board must follow up but no date is advanced for the launch of the next round!
I think that is dependent of when the new gTLD program subsequent procedures finish its work and deliver final report, and how much implementation work is needed. After that, ICANN would put aside a budget to launch a new round.

One question I have is if, and if so how, the next round of gTLD calls will be different so that ICANN can make sure that responses are more evenly distributed across geographic regions, particularly from Africa.

From July 3-5 2018 the Africa Domain Name System Forum 2018 is taking placed at the Azalai Hotel in Cotonou, Benin . The Africa Domain Name System Forum is an annual open event for stakeholders in the Domain Name Industry in Africa organized by Africa Top Level Domains Organization (AfTLD) and the Internet Corporation for Assigned Names and Numbers(ICANN).The objective of the three-day event is to help the Domain Name Industry in Africa to grow at a competitive rate and ensure that the continent is at par with the rest of the world. The Forum will be webcast live via the Internet Society Livestream Channel. Cotonou is WAT (UTC+1) = 5 hours ahead of NYC.
