Hi,

in fact, there was an applicant support including reduced fees (financial )
and pro-bono services (non-financial) in the new gTLD program (details
about the implementation of program herehttps://
newgtlds.icann.org/en/applicants/candidate-support). what was missed, was
to have that implemented earlier, same for outreach in developing
countries.

the barriers are not just the application fees, the cost but also what is
included as requirements in the applicant guidebook.
I think there is a possibility non-depending on ICANN is to have many
applicants from developing countries pooling their resources like for
having a shared provider etc to reduce the cost of applying and operating a
gTLD. for those trying to start a business, the challenge is also to build
a successful business model (ICANN cannot help for that )and to think how
to serve in the region (there are few registrars operating in the region
and there is a problem for access because of the issues like payment)
