in fact that is what is happening :) when an organization applies to join,
it is asked for primary and secondary contacts in their application. Some
organizations even sent some observers. The periodic reminder is de facto
the check-in process when they can confirm the representatives and/or
update details. it is done during election time as it can be a heavy
process . while it is mostly automated now, when there is bounced emails
etc the chair has to make all efforts as idnciated in the charter to reach
the members who are not responding.

and there is still room for improvement for sure as there are questions
about a better inreach and so on.
