Public Comment on the CCT-RT report

Thank you to everyone who was involved in drafting this document! I think it is in great shape, and offers an excellent analysis on the sections of the CCT-RT's draft report. I have made a number of suggested edits to the Google Doc now. I also wanted to note that I think there's at least three blog posts in here, if someone was to take them out, add a little more rhetoric, and find an external home for these observations. The INTA survey, for instance, is outrageous and its flaws something we should be drawing real attention to...
