Public comment on Ombuds Office

It may be of some help to look at how other organizations handle this 
area. The ILO uses a Mediators Office, its terms of reference part of 
the contract between ILO administration and the Staff union. The ILO 
participates in the various International groupings of Ombudspersons as 
it refines internal best practice. While the ICANN remit includes staff 
and constituencies, as Rafik says, ICANN is not completely unique and 
can learn from others.
