I am little confused by this explanation: "since their more tenuous
relationship with their client (ICANN) would create strong incentives not
to rock the boat,". I think that would apply more to an internal ombudsman
who is depending more of his work in the organization (de facto an employee
whatever the "safeguards"). An external provider would have more clients
and that diversity ensure there is no depedency on only 1 contract like the
current situation we have.

for "institutional oversight/accountability mechanism does the job well,
when sufficient measures are taken to guarantee their independence.", I
don't think we have any serious measures ensuring that.
