Guidance to NomCom about important skills

All,

I had a chat with NomCom and someone suggested that we come up with a
portfolio for important skills we think  ICANN board members should have.

Of course this does not mean they have to consider it  but it's just some
guidance. Every group can do so as ICANN board did in this letter:

We need to do promptly before NomCom goes to candidate evaluation.
