NCSG comments on IPC/BC accreditation model

Here is the response to IPC/BC proposed model. As you know IPC/BC came up
with this model and now seeking comments.

Although this process is not an ICANN process, we need to voice our concern
to ICANN and state what we think WHOIS purpose is. Kathy Kleiman was the
penholder and the document has gone through review of PC. we need to
approve this soon, perhaps within 12 hours, if there are objections please
raise soon. If we have to prolong it, then we won't submit before the
meeting they are going to hold.

This was, unfortunately, a distraction. But the document we have can be
improved later for a statement of NCSG opinion on WHOIS purpose.
