My apologies for not making the call - I had a clash with another
engagement.
Regarding GAC statements in the Abu Dhabi communiqué on maintaining public
WHOIS visibility, reading between the lines I saw this change of tack as a
sign that the PSWG realise that the GDPR is pretty clear on the
requirements for LEA access, thus addressing the government access issue -
but that they don't like the way the cookie crumbles for them, so are now
trying another angle to keep WHOIS public by default by citing consumer
trust. I don't think there's a strong enough case for this and would be
contrary to GDPR.
Reading the communiqué, I don't believe that the full GAC studied this
issue closely enough when considering the implications of the language it
was using. We should definitely seek to re-engage them on this issue and
make clear where we see the distinctions.
