Ayden Férdeline: Will this cost for the membership database be ongoing into further financial years?

Ayden Férdeline: Or has the project reached completion now?

Ayden Férdeline: Am I understanding correctly - it is possible it may cost $9,000 next financial year, too?

stephanie Perrin: What exactly are we getting for thiss?

stephanie Perrin: Can we not use the ICANN systems for elections and tally management?

stephanie Perrin: Call me cheap, but it seems like a fair bit of money.

Ayden Férdeline: Yes, it sounds like a lot to me too. We have spent $18,000 now on a one page application form? Please forgive me if I am misunderstanding the development

stephanie Perrin: Ok, so it is basically membership management that we are paying for

stephanie Perrin: How mobile is this?  in other words, if we decide we are being overcharged, can we take our data and move with minimum expense or do we have to do this all over again.  I realize these are naive questions, I have never managed these functions.

Ayden Férdeline: Will this database generate diversity reports, i.e. gender balance of membership, nationalities, age? what data are we collecting?

stephanie Perrin: what is the acronym this application is for?  sorry did not catch it....so someone is going to the INTA conference?

Ayden Férdeline: I presume, re: INTA and the $5,000, we will open a call for nominations? I imagine Robin and Kathy would both be good fits (as would others, of course), but how are we selecting the participants here?

Tapani Tarvainen: In general appointments belong to the Policy Committee, I'd imagine it applies here as well.

Ayden Férdeline: maybe I shouldn't say "we", as I am not a part of the process ;-)

Tapani Tarvainen: Yes you are!

stephanie Perrin: I  must have missed the discussion of all these projects on the list....the role of the finance committee is to approve funds, right, not develop proposals?  SO were these discussed at the NCSG exec cttee?

stephanie Perrin: The point is, they proposals should be brought to the policy call so the broader membership can be aware

stephanie Perrin: FCET?

stephanie Perrin: We only have one broad membership call a month, it is the policy cal

stephanie Perrin: Transparency is a great thing, particularly with how we are spending money, whether it is ICANN's money or other people's money

stephanie Perrin: I think you will find this is why Milton runs the account.

Ayden Férdeline: What if the NCSG had a bank account, also opened by Milton? (Just thinking out loud here - if the NCUC situation works, why not replicate it for the NCSG?)

stephanie Perrin: I think the transparency issues can be solved  more easily than opening a bank account

stephanie Perrin: If ICANN is worried about liability, then individual members ought to have the same concerns, frankly.

Ayden Férdeline: +1 Stephanie

Ayden Férdeline: I support no dues.

Ayden Férdeline: The suggestion that NPOC and NCUC could be asked to pay $20... would it really be $20, or could this be rightly or wrongly perceived as a way of suffocating one constituency by setting the fee too high?

Ayden Férdeline: I know that would not be our intent but it could be the perception

stephanie Perrin: Why are you calling Milton Dr,?  just curious....

Tapani Tarvainen: ncsg cannot _demand_ any fees from constituencies, it'd be voluntary

Ayden Férdeline: i think we should be seeking to grow our revenue

Tapani Tarvainen: as our revenue now is zero anything at all would be growth

Ayden Férdeline: yes, thanks Ed. i think it is important we develop financial independence and have the ability to support our constituencies.

Marita Moll: I am confused about what the funds are for

stephanie Perrin: me too

stephanie Perrin: The question is who has time for fundraising.  I am flat out overcommitted on the PDPs and working groups, need help doing our policy work which is one of our key goals and objectives

Ayden Férdeline: @Marita: The NCUC uses funds to bring people to ICANN meetings and to other relevant meetings, to host outreach events and to pay for receptions, to pay for web hosting, etc.

stephanie Perrin: What is that organization Ed?

Ayden Férdeline: PIR is an NCUC and NPOC donor

Ayden Férdeline: Public Interest Registry

stephanie Perrin: Our goal is to get ICANN to pay for the website and the travel requests....

stephanie Perrin: I agree that CROPP funds have not been fully satisfactory but we should pursue that and make it better first

Ayden Férdeline: We are wasting resources... we are the only stakeholder group not accepting policy support from WBC Global... if we do not accept that aid, we need our own $ to hire help occassionally

Ayden Férdeline: FC list, or should we take this to the broader NCSG-Discuss list?

stephanie Perrin: These are policy decisions, take the matter to the broader list and seek input

Tapani Tarvainen: we can set up a separate list for this if desired. In any case we'd issue a call for interested people as widely as possible.

stephanie Perrin: Don't forget to invite the Finance folks from ICANN to the public finance meeting in joburg, that way we may get more members interested in the finance ctee

Ayden Férdeline: if a call was published, I'd put my name forward.

stephanie Perrin: I would say it might be a good idea to propose expansion of CT resources during the budget discussion for next year.  I think Joseph and all do excellent work, they need more resources in order to be more timely.  We also need more targetted assistance with visa applications, to get necessary docs on time.

Ayden Férdeline: sounds great in theory, but i have little confident that the Finance department is going to change. the staff i dealt with have been there 10+ years.

Ayden Férdeline: when you say "we" Ed, you don't mean the NCSG is getting the $50k, you mean the Empowered Community is?

Ayden Férdeline: just want to clarify that please

stephanie Perrin: All of which means if we get more people involved so that we can respond on time with appropriate collaboration, we wil do better this year.  And thanks for your efforts to get that money for the EC last year

stephanie Perrin: I dont really think we can claim to be more diverse than ALAC.

stephanie Perrin: I don't really think we are ready for this Ed....we have a finance cttee of 3, we have a record meeting with attendance today of 7 and one of the core members is not here....

stephanie Perrin: We have not figured out as an SG exactly what we are doing

stephanie Perrin: If you are going to engage the GNSO, Ed, you should talk to your fellow councillors.  Policy cttee is where that happens usually.
