Public comments on IRP rules

Thanks a lot Milton for resolving the issues until now. The deadline for
comments and additions is 20 January, so NCSG members can still comment. We
will send to PC for approval after resolving any remaining issue and after
the deadline for comments. Deadline for ICANN public comment is 25 Jan 2017
23:59 UTC.
