Hi all,
I think my position on this has been quite clear for a long time because I
was among those orgainising the panel at RightsCon about content regulation
and ICANN and voicing this position at several ICANN meetings, including
NCUC meetings and some other sessions:
In a general sense, public safety is the function of the governmental
bodies. While ICANN has a function in securing normal and stable
functioning of DNS technically (and therefore shall take into account
technical security threats), it's outside of the ICANN mission to deal with
the content, be it harmful content or any kind of infringement like
copyright and others and establish any policies and frameworks for this
kind of regulation.
There is a public safety working group at ICANN but again - it's within
GAC. As I said, public safety is to a major degree the domain of the
government. I also do hope that this group will stay always within ICANN's
remit.
So basically it is in line with what Ayden said.
