Update request on Auction proceeds drafting team

Hi,

NCSG has been trying to get the Board to deal with the issue early for
years.  At least a year before there was any money collected from
auctions we demanded, to the extent we can demand anything, that we
start the process of figuring out what to do before anyone had the money
in their hot hands.  This was always rejected because we could not prove
that there would be any money or what order of magnitude could be expected.

Oh well.

For what it is worth, I have long supported an endowment with a well
formed multistakeholder committee to judge applications for ways in
which the monies could be used within ICANN's mission and public purposes.
