Thanks for this David.
As much as i have to appreciate IPC views on the matter. I guess it is something that puts everyone at par. Each party in agreement or disagreement is right in there own stance.
I think as per earlier discussions that there needs to be a middle ground to ensure that either the trademarks or government interests are met. Perhaps yes i have to agree giving too much in government hands can be detrimental but i think both sides have there reasoning again. I think that gTLD with a regional or national interests should be discussed with good reasons for approval and allocation. I guess the need to have GAC and Private interest around a table is better than these being allocated without a consensus or we risk issues that go on legal battle for endless times and money invested to sort out issues.
Process wise i guess a middle platform can be found to ensure a level of allocation integrity that would not put the community and government and also commercial interests away.
Just as a note: Emirates as an Airline is also owned by the State of UAE itself. It is a trademark for sure. But let’s say i go and get the Emirates gTLD for myself. Would i not be creating an issue. I know for one that Emirates group have hired a set of legal firms to track anyone who has and is trying to use Emirates as a name or word in any way not aligned or not agreed with the group. But again the question would eventually be what happens if i grab the EMIRATES for myself !!!

While NCSG members have differing opinions on the policy priority that should be given to trademarks, it is worth noting that much of the IPCs reasoning holds for whether government interest in geographic domain names should trump free expression and other rights.
