It is important to recognize what can be done to protect the public 
interest from within ICANN and what will have to be done elsewhere. From 
a social process perspective there are two challenges here. The one we 
focus within ICANN is how stakeholders position and posture to represent 
the public interest, within ICANN’s remit. That is an endemic challenge. 
The other, which is probably more important in the broader Internet 
ecosystem, is based on recognizing that most public interest issues will 
boil up outside the ICANN remit. The ACs and SCs should probably take on 
more responsibility for educating stakeholders who face public interest 
issues where they live, stakeholders who will never ever cast a shadow 
near ICANN and its internal workings. The challenge is for that 
awareness to help them get engaged in public interest issues important 
to them and wherever they pop up. It is also to get them to understand 
that the solution is not simply a multilateral agency or multilateral 
agreement. Just as the Internet came without a rule book and without a 
users’ manual, it also came without a guide to the rights and 
obligations of Internet ecosystem citizenship.
