If you ask where the public interest resides, Waze should bring you to the
corner where GAC and BC meet. This is the right place to look for it.

The question we should be talking about is, who is the referee when we have
troubles in that corner? To the Board initially. Then the Board should
decide, but the decision should take into account the public interest
FIRST. To whom may go the GAC or the BC to look for redress, if they don't
like what the Board told them? The track record of the recourse to the
Board is limited to very narrow procedural issues and mainly focused on
mistakes by staff and or Board. Moreover it has not been tested et with
bigger new gTLDs issues.
