[NCSG-PC] Two sessions during Bali

Hi PC

As it is customary, we have a Human Rights Impact Assessment or a
thematic session each ICANN meeting and occasionally an HRIA Townhall.

I think the HRIA should be focused on DNS Abuse PDP2 API access, and
the HRIA townhall should revolve around the issue of sanctions and
their impact on people's HR when it comes to access to domain names.

I am going to suggest these two themes and take it from there.
