[NCSG-PC] SCCI CIP Criteria and Indicators

The GNSO Standing Committee on Continuous Improvement (SCCI) has
reached point where the Criteria and Indicators (C&I) docuemnt
is ready for review by SG/Cs, so we have an opportunity to comment
and suggest changes. The deadline is May 27.
