[NCSG-PC] ICANN85 follow-up / Position papers

Hi Rafik,
I will reach out to Juan for the position paper New gTLD round /AGB.
Hopefully in the coming weeks we will come up with a working document.

As member of the PDP1 working group on DNS abuse Mitigation we have to
contribute to discussion on key questions raised by the charter. I have
drafted simple answers to those questions which can be found here

I believe it reflects our position in the matter and highlight the HIRA in
the scoping.
Please feel free to contribute to it and provide more contexts you think we
should pay attention to. This is just draft suggestions.

The working group next meeting is on Monday next week (23.03).
