[NCSG-PC] [Public Comments] Proposed Updates to the Trademark Clearinghouse Requirements

While I'm not quite up to date with the issue, I haven't had the time
to read all the relevant documents, I trust Pedro has and I find
nothing here I would object to. Good work.
