[NCSG-PC] String Similarity Public Comment

Hi,
No objection, too late to make any substantive changes anyway, but
going forward I'd like to note that "visual confusability" is not
something purely objective and culturally independent even though it
is presented as such.
Similarity is in they eyes of the beholder, whether or not two strings
look confusingly similar to someone depends on what they're used to,
even when talking about visual similarity only.
The proposed statement does mention interaction with other similarity
criteria, and that in effect raises the same issue, so I'm happu with it.
