[NCSG-PC] Hello Policy Committee: introduction and a few tasks

Dear NCSG Policy Committee,
Happy new year.

I am your brand new PC chair. I want to thank Tomslin for his tireless
efforts the past four years. We are strong on policy because of a lot of
his effort for ensuring continuity during some of the toughest times.

I changed the PC time to 13.00 UTC for now. We can discuss how to
accommodate  Rafik if this timing doesn't work for him. We can also rotate
to accommodate different timezones. Attending these meetings for policy
reps are compulsory. If you cannot make it please send an apology.

We need to do a lot on the council and as the policy committee. As I said
we work primarily with mailing lists and as PC members we are responsible
to react and respond to as many issues as possible on the mailing list.

I would also like to suggest that we run the PC meetings collaboratively,
and each PC member picks a topic that they will follow and can report on.

Here are the topics that we are going to discuss during the next PC
meeting:

DNS Abuse

Curative Rights and UDRP

RDRS

Continuous improvement

My recommendations for SPS meeting:

- We need to raise the issue of NCSG parity with CSG during SPS

- IRT and making new policy and the council role

- how issue reports are done

- how the council decides to come up with PDPs. Raise the issue of reliance
on external reports without having our own independent study.
