[NCSG-PC] Withdrawal from the DNS Abuse Mitigation PDP 1

Hi Tapani,

Consensus designation happens at late stage in the WG and as it is about
official position from each group the members represent, they get to have
one position.
Important reminder for alternate is to follow closely the discussion to be
able to jump in anytime and coordinate with other members.
