[NCSG-PC] Ombuds public comment

I just noticed that the deadline for ombuds comment is Feb 10. There were
many comments which I tried to consolidate and put them in the same doc:

We will submit the first tab if there is no objection by the PC.

I think Michaela wanted to have a look at it too, Michaela if you get the
