[NCSG-PC] Three public comments for approval

Hi all

Emmanuel has drafted two public comments (thanks so much Emmanuel).

One on CCT the deadline just passed but I usually submit and they consider
it when it is close to the deadline. so please just do a thumbs up on CCT
so that I submit it tomorrow:

The other one is on Universal Acceptance we have until 13 but I am
traveling next week and would like to submit it by Friday.

I think Caleb has drafted the public comment on reviews. That one also has
a 13 April deadline. Lets. wrap them up by Friday. '
