[NCSG-PC] NCSG sessions In Mumbai

I would like to propose a few NCSG sessions in Mumbai. One is our usual
HRIA session. We get an ICANN policy and discuss its human rights impact
and time will be ripe to do an HRIA on the New gTLD round in general.
Another one is going to be a town hall on RDRS and this time authentication
of law enforcement. I was going to suggest another on accuracy but maybe in
a different structure, perhaps on DNS abuse and HRIA would be timelier.
We have to submit these to Andrea soon. If you think we need a third
session on anything please weigh in.
