[NCSG-PC] welcome to new NPOC representatives

Hi all,

I want to welcome the new NPOC representatives to NCSG PC, Yao Sossou and
Caleb Ogundele, replacing Juan Manuel  and Peterking Quaye, whom I want to
thank for their service in NCSG PC.
NCUC is also in process to send its slate of representatives to NCSG PC.
After that, one of the first actions would be the election of the new PC
chair.
