[NCSG-PC] Proposing a new addition

Hi Kathy,

Thanks for the proposal. I note that such an addition is anticipated in the
NCSG charter, as section *2.5.1. NCSG-PC Composition* of our charter states
that

"*The membership of the  NCSG-PC may invite others to participate as
observers*."

As a result, I invite PC members to please comment/state their position on
the request.
