[NCSG-PC] Public Comment: Proposed Updates to the Operating Standards for Specific Reviews - Deadline 3/28

Hi Tomslin and All,

This comments is due tomorrow because the comment date received a 2nd 
extension.

Tx to all our writers and editors, including Yao, Pedro, and Emmanuel!  
I worked on it too.

It's an important and valuable comment and we are not alone - but 
aligned with ALAC and even CSG on key concerns.
